Asking two agencies for a corporate website does not guarantee identical offers.
One quote may cover the interface only while another includes copywriting, product entry and an admin panel. Prepare a short brief outlining the business, audience and main goal.
Page count and page type are different
Ten service pages built from one template may require less work than ten distinct interactive layouts.
List the homepage, service details, product catalogue, project pages and forms separately, along with languages or account features.
Who provides content and access?
Agree on who supplies the words, photography, logos, translations and licences.
Specify domain and hosting ownership, delivery of source files, administrator access and backup responsibilities.
Make the technical SEO deliverables specific
Ask whether the quote includes metadata, canonical tags, a sitemap, redirects and semantic page structure.
Ongoing SEO work is a different scope from one-time technical setup. Preserve important old URLs during a redesign.

Document the review stages, number of revisions, launch checks and support period.
